Recognizing that the regulatory guidelines developed by the NCMEC are moving from the rule-making to the implementation process, there is a necessary shift in the roles and responsibilities of professional engi- neers in North Carolina. In the past, involvement by professional engineers involved a combination of education of stakeholders in technical aspects and advocacy for high-quality fracking well construction.
